The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

yeah what im saying is when i got that error i clicked ok and just launched gta and it worked completely fine for me

Only thing for me is even if I load into story mode fully, rph will not connect to the game

code 134 USUALLY indicates your GTA 5 is out of date and rockstar doesn't like it, try deleting gta5.exe and update\update.rpf and verifying your game files so that it installs the updated versions, then update your mods folder if you have one.

An outdated GTA 5 will not work for some reason, as rockstar launcher just refuses to launch your game if you do that.

Once youve done that try again by launching straight from ragepluginhook.exe.

Also turning off your antivirus does not fix it. It is 100% the mod. There! Point proved!

It is NOT a problem with RPH or LSPDFR, please stop accusing them of lying, there is no evidence or log saying that it is. Try renaming your mods folder to _mods and try again, and can you send your els.log, asiloader,log, and scripthookV.log if you have any of those?

this problem occurs on a clean gta folder, without additional mods except lspdfr and rph

ok, the solution to the problem is finally found - reset windows (you can try to save your files, but I completely reinstalled steam and everything else).
+ reinstall visual c++ 2010 packages

Can you send your RagePluginHook.log, ELS.log, asiloader.log, and scripthookV.log? all should be in your main directory if you have them.

I can't get a rage log for obvious reasons. Also as I reverted to see if that made any sort of difference, (it didn't) the only mod I have in is LSPDFR

That's it there. Rage loads for a little, then goes to launching game... From there it doesn't do anything.

Check the properties of GTA5.exe, > Compatibility > Please remove the "run as admin" property from the GTA5.exe. this can be one reason why RPH is not able to run.

and, if you have an antivirus, you might need to turn off real-time protection when running rph, it might not be enough to exclude it.
