Couple of things:

1. Remove: Callout Manager as it is old and was the cause of a crash in your log.

2. IG Callouts, Code Red Callouts, Dangerous Callouts, and Felony Stop have been known to cause issues. It is suggested that you remove them for the best experience, though not required.

3. Go into your lspdfr.ini and change the following to reflect below:

Main.DisableGameBlipHiding = true

4. Move: PursuitPack, CalloutZ, and SpecialCallouts files/folders to Plugins/LSPDFR and not Plugins.

You are having an issue with SimpleHUD. You have it installed to Plugins and it does not belong there. It belongs in the Scripts folder. If you do have it installed to Scripts, remove it and try running the game again.
