The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

LSPD First Response.dll has crashed.

However, even though changed the name of the file, it still not running.

I tried reinstalling at a new clean game files and it worked. 

I am wondering If LSPDFR may crashed because of NVE or other graphic or map mods?

    So changing the mods folder name to  _mods  was still causing your game to crash?   If so, then you can take NVE out of the equation as it is in your newly named mods folder called _mods and GTA can't find that folder.    

    DId you say you reinstalled a clean game?  Meaning a complete new game directory, with no scripts or other asi type plugins in your main game directory?

    Yes, it was very clean.  I figure it out eventually and LSPDFR worked well these days. I might use wrong version gameconfig at that time or sth.
