Crash at RPH loading screen

I recently downloaded a new vehicle pack and it's been giving me problems before I even load into the game

Make sure you have Gameconfig, Heap Adjuster, Packfile Limit Adjuster installed.

I do have them installed

My heap is at 750 and my pack is at 7344 and my gameconfig was grabbled from gta5 mods like the 2 adjusters

UPDATE: I realized that my gameconfig wasn't installed right but now the crash is happening at Completing Interoperability every time I try to load in
