Because EUP Menu needs EUP Leo & Sup, which is in mods folder. By renaming mods folder you have disabled it and no mods was loadad from there.

So you now have to rename it back and find the reason of the crash, 'cause culprit hiding somewhere in mods folder.

But I have one suspect here - NVE. You can try to delete NVE and check if it helps, but I'm sure you'll mess somewhere so better way will be to delete mods folder and start it over again.
