It's called "crash".
Make sure you have gameconfig, heap adjuster and packfile limit adjuster installed (all 3 needed).
If it'll not help, try to rename mods folder to _mods, if it does help, then you probably have mods folder issue, revert recent installed mods or start new mods folder.

I deleted it.

Try to load game normal way into Story mode, if it works, try to load game with RPH again, if not - rename dinpit8.dll to _dinput8.dll and try again.

in the normal game everything is fine, but now the mod menu does not work

Good. Rename dinput8.dll back.
Looks like some of your .asi plugins is crashing the game. Take all files with .asi extension out of your game folder, add them one-by-one and start game after each added plugin.

You need to find which ASI plugin causing game crash. As I said take all ASI plugin from you game folder and find the culprit.

It's not necessary, but would be helpful to understand what do you mean freezes.

when I enter the game through RPH, the game freezes at the moment of stars (when deleting any ASI)
