Ultimate Backup Panic Button shortcut not working

I have set my panic button shortcut to NumPad0 with the modifier being Rcontrol, i tried holding the key, double tapping, but it just doesn't work.

Is "RControlKey" written in the ini file?

No, that also doesn't work. But for some reason the Panic button only works when i use Grammar Police (when saying "shots fired" to dispatch).

First, check that you're pressing NumPad0 and not D0 (0 key), right?
If you have other mods that assign keys to the numeric keypad, check to see if they work.
It's possible the numeric keypad may be disabled by the NumLock key.
(I've confirmed that the panic button shortcut doesn't work when the numeric keypad is disabled)
