NPC cops appear without the uniforms eup

I have a problem, when I ask for backup via the B button, the cops who arrive don’t wear EUP uniforms.
Also when I go into service the game loads 3/4 uniforms and to use those EUP I have to use the F11 key.
How can I fix it?

Re-install the full EUP suite. That include EUP Law and Order, EUP Serve and Rescue (optional), EUP Menu, and lastly the configs. 

For the configs, do you use UB or default LSPDFR for backup?
