I think that this could be an entertaining plugin where you receive 911 calls and you can dispatch certain units to the location of the call. You could also may be able to have a live footage of the scene to see what happens. I dont know how hard this would be though as i am unable to code at this level. I just think it would be a great idea for someone to use.

It will be great but I don't think it will happen(at least now) plus there are other games that let you be a dispatch operator

Very hard.
The base-game engine does not allow visuals from areas that is not inside your own vicinity. That is actually how the game keeps resource usage as low as it is in GTA. The world you do not 'see' does not exists! Sometime you will see artefacts where the world is either completely gone, has no textures, or has no 'substance' aka collision, and your avatar will drop right through the ground. That happens if the part of the world you are currently in, behave like the part of the world you are outside -A glitch in the game.
(A few areas are having issue in general. If you want to experience the effect of a flawed world, you can enter the clubhouse of LOST. I believe the intent was to have a sc Interior but there is none, and you will 'fall' through the ground)
