Spawn command working but vehicles do not appear

I recently installed this pack automatically through ModManager and found that when I attempted to spawn the vehicles, the spawn command worked (no error message), but the vehicle did not appear. I tried installing the pack manually as well, basing the file setup off another working single vehicle installation I did, but encountered the same issue. Any suggestions?

@LMSExcuse the ping, but perhaps you could look into this one for me? I'm at a complete loss.
