Silence of the Lambs

This place give me a chill
It has a serious Silence of the Lambs vibe..

I would like to DO something with this, but i do not know exactly IF it could be done, or what tools would be needed.
My idea would be to build an interior in a 3D-build-app -Blender is my first thought.
In the current location there should then be a contact point- just as we see outside PD's -eg the blue-comb that when 'touched'  teleports player to a new sub-location, afaik these interiors are placed under the main-map.
In that interior there could then be a random outcome scenario with confrontations or just some findings -Even nothing at all.
There are 100'th of places like this, that could be used for extended gameplay!
Is it possible?
Does anyone have any experience in making sub-map interiors, that they would share?
