@OP - Are you sure the vehicle you are using has a lightbar with a working traffic adviser?

Processor: Intel i5-6600 @ 3.30GHz 

GPU: MSI ARMOR GeForce GTX 1080 OC

Ram: 16GB Skylake

Like Harper said make sure you are using a vehicle that has the traffic adviser also if you using SNT you want to Config that by disable some of the command keys.

yes I'm using ELS enabled car and i all ready re installed and it doesn't help. all the other lights are working just yellow don't

I don't think those model's that come with the Toronto mod have secondaries mapped, could be wrong though, been awhile since i used any of those model's.
