The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

well it's now no crash but my EUP outfits, custom cars, sirens, custom weapons and weapon sounds gone. I think I excluded mods folder and game run from main folder instead of mods folder contents right?

There is an issue with your FBI2 model (hash 0x9dc66994) that the game cannot load. This may be the model itself, or a meta file. I would revert any changes you made to its entries from meta files, and ensure you have the vehicle installed properly.
