The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

i would very much like it if i could use a custom loadout when going on duty

No default option for that. Your loadout depends on what agency / officer-type you choose in PD.
I would be very easy to make a loadout-plugin, though*
There is a non-immersive way to get any weapon, but you must use console (f4)
then type giveweapon
LSPDFR will display a loooooooo+ooog list and you can cherry pick anything

When i say 'easy' i am referring to base-game.
Asa you install any plugin There may be problems. For some reasons some devs feels that they have the rights to control what weapon Players should be able to use! That is beyond unacceptable!
Infamously the plugin STP blocks for stungun usage. Other plugins blocks other weapons.
Idiotics like those may block you from having/ using a favourite load-out, but for vanilla basegame i can make you a plugin, ot you can use console
