The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yeah unfortunately this pathway does not show any of the police an sheriff vehicles i'm looking for, thanks though.

Original GTA V uses .ymt files in update.rpf. And there is no data for sheriff2, because that car uses fbi2 data, just in case if you are looking for that.

So I'm not sure that carcols.meta for base emergency vehicles even exist, only carcols.ymt as far as I know.
