DLC car packs not showing in game, but they are added in my DLC List

I have dlc car packs installed that worked before the update. After the update I updated my mods folder. My plugins will load in but dlc packs like car packs or the mission row police department wont show in game. I have all the lines in the dlclist.xml but still wont show in game. For example since I have nforce dlcpack, I will go to simple trainer and go to added vehicles where my dlc car packs usually show only this time none of them are showing except for vanilla cars that were added from the GTA's last update.

Can you verify that the files are in the mods folder?

 Cause after updating the mods folder stuff gets overwritten to default
