The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I’ve never seen of a pool manager crash. If you look up Pool Manager GTA V, the first link should be to a gta5-mods post. It’s a tool where it will attempt to read a Pool Manager crash and point you towards the file that is crashing the game. 
 

 

Other than that I don’t have anything else to suggest.
