I've been playing LSPDFR for a little bit and have encountered this problem before. At that time, I was able to fix it, but nothing seems to help. I added the GTA V folder as an exclusion in my Virus and threat protection but the game keeps crashing almost instantly after startup.

If anyone has an idea on a fix, please let me know.

Rename your mods folder to _mods and see if it works

It worked. Does that mean there is a problem in my mods folder?

 

I am pretty sure there is something that isn't supposed to be in there, it might be all messed up

Yah it means there is something wrong with your mods folder, try to remove any DLCs pack you recently installed. Also make sure you have a gameconfig.xml installed and a heap adjuster. 

I installed gameconfig.xml and heap adjuster and it fixed my problem
