The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I reinstalled the whole game so Ima hand the log after the reinstall and attempt to load LSPDFR

I installed it from the manual install file into a clean GTA V copy, still nothing

Hmm. Try adding the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR and restart your PC. See if you still encounter this issue after the restart.
