I lied to you. Im actually talking about 3 things. So better get reading. So, I'm trying to find a mod that improves the driving of the AI so that my SWAT Agents hanging off the side of my unmarked granger don't get kidnapped by the police cruiser bonkin' me in the side when they try to pass me. 2nd, Im looking for a mod that gets me the N.O.O.S.E. Truck, the big dark greenish tan-like big ol' long, fat truck that those crazy ol' swat people hop out of. and 3rd, I wasn't sure where to put this, but its a problem with the mod Police Tape, I have it downloaded on LML, and it does not appear to load for some (probably stupid) reason.

Were you in pursuit? Improved pursuit AI will greatly enhance AI driving behaviors. But it's not guaranteed they will not knock off your teammates hanging on the side.

Do you have a screenshot of what it looks like? Otherwise try NOOSE Muti-Agency Pack, which has two N.O.O.S.E. trucks.

 Have you tried to install it with a different method? This video might be helpful. 

Here's the N.O.O.S.E. Truck I am looking for. Thanks for all the other help, I will try it and notify you if anything fails. (Edit: I found the truck image on the GTA Wiki, apparently it's called police riot, but don't quote me on it.)

That is the default GTA V police riot. 

 

You can add this line in lspdfr - agency.xml, under "Patrol Unit" - <Vehicle>riot</Vehicle>, and you will be able to select it in police garage. 

Epic, thanks, police tape was being overly stupid, so I'm not really doin' nothing with that anymore, also, do you think you can send me a list of good, big callout lists? I can never seem to find any, also Improved Pursuit AI helped, thanks!

Sorry to give you so much work, scratch my last message, After I did all that crazy stuff, LSPDFR Kept crashing, and it turned out to be StopThePed.

You can find the most updated callouts under download - downloads - scripts/plugins.
