I completely uninstall the game and reinstall it. But why are these enemies created?

This could be story mode related. Install a 100%savegame or switch the character (without lspdfr/ rph running) and save

RagePluginHook.log

Remove Immersive Dispatch. It's outdated. There is a updated version of it that comes with Grammar Police.

Rename mods to _mods and see if he "walks like MJ".

As for the issue, sounds like ELS wasnt installed properly.

I did what you said, the character became normal, but there are lcpd errors, crashes and problems in its functioning.

Then there is an issue with the mods folder.

As for your crashes, send the RPH Crash Log. Its a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in your Logs folder.

Most plugins are not installed but are included in the file.

None of those files are the correct one. Please re-read my prior response and send the correct file.

Couple of things:

1. Remove: Traffic Callouts and WoutersCalloutsV.
2. Move: CopHolster from Plugins/LSPDFR to just Plugins.
3. Go into your lspdfr.ini in the lspdfr folder in the Main Directory and change the following to reflect below:
Ambient.DisableEscapedSuspectEncounter = true
