According to the log you provided, there are a couple of things you need to do. Please read this carefully and proceed to the following steps in the order presented below: 

 

1. Update GTA V. You're currently using an older version: "Product version: 1.0.3028.0."

2. Update LSPDFR & RPH manually, by downloading the zip package on the download page.

 

Once you've done all that, proceed to step 3-5.

 

3. Update the following callouts and plugins:

 

686 Callouts

Deadly Weapons

Dynamic LSPDFR

Lore Callouts

Ransom Ambience

Super Callouts

XScanner

 

4. And remove the following callouts and plugins, they're either outdated or no longer being developed, which may cause issues:

 

Airport Callouts

Callout Manager

redCallouts

Traffic Policer

Wilderness Callouts

Pragmatic Callouts

Emergency Callouts

Automatic Siren Cutout

 

5. The following plugins have been renamed, please re-download them and remove the previous version:

 

Amazing Callouts - renamed to "TAG's Callouts."

Radio Realism FR - remove "OfficerPorciPlugin," and install "RadioRealismFR."
