The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Your Windows Defender is probably blocking it and as a result, RAGEPluginHook.exe gets deleted from your main directory, this has happened to me

You might have to add RPH as an exception in Windows Defender

    Ok so now I have a new problem, I managed to install RPH but when I launch it it forces me to launch the story mode with RPH but when I launch I'm not on LPDFR but on the GTA V story mode with one of the characters (Michael, Franklin) and in the game menu I can't find LSPDFR.

    Ok it's okay I found the problem the plugins just didn't activate
