Can't Download Particular Files

I have been able to download all the mods I need on this website except the EUPs. At first, they would download almost to the end, and then I got thrown offline and the download fails. I then piggybacked off my phone wifi and they downloaded just fine (ate up all my phone data for the month though). I needed to re-download them today and I am now trying, but instead of getting to the end of the download before it fails, I was right away failed and thrown offline.

 

Every time I am thrown offline, I have to re-boot my computer to get it to sign back on. For some reason, my computer doesn't like the EUP files, but has no problem with any other files.


Any idea what is causing this? I am using Firefox browser if that makes any difference. (And I am brand new to using GTA5 and LCPDFR, but I have modded in MSFS and other games in the past.) I tried on Google Chrome, and it downloaded all the way to almost the end before throwing me offline and failing the download.

Edit - It occurs to me that maybe this website is throttling my downloads? That's ok, just wondering if that is the cause.
