The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

RPH doesn't start, that is fixed but GTA V now crashes on start up with RPH

Then the issue is something you have installed through LML. You will have to remove what you installed one by one until you find the issue.
