The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I receive callouts from North Yankton sometimes, but I always end up in the middle of the ocean. Is there a stable Map or mod that allows me to play in North Yankton and Cay Perico?

You can play on those maps but access will be limited, due to the fact that they're not fully developed, and they were used for mission purposes only; that's why you will fall through the map and end up in the ocean at certain locations. 

 

Unfortunately there are no mods aimed to enhance the "stability" of those half-developed maps.
