To begin with we need your .log for RAGE, not your ReShade, secondly, you need to be far more detailed in what the Crash entails and when it happens for any hope of someone helping you. Attach the proper .log and give more detail and maybe you will get help. 

 

EDIT: You claim it crashes on startup, do you have a clean install or are you using an already built Mods Folder? Can you launch in GTA V without RPH?

No biggie, it happens! Some initial steps to try if you are on an already built Mods Folder is to go into your Game Directory and rename the "Mods" Folder to "_Mods" and see if it allows you to launch into the Game. Secondly, if you're on a new build, try launching into Vanilla GTA.

This Log file doesn't contain anything pertinent, that I can see, to explaining your Crashes, please follow the steps I have listed above and get back to me, this is more than likely a corrupt Game File or a Corrupted Mods Folder.

Ok I tried renaming my mod file and it still didn't launch sadly same thing

Okay, attempt to launch GTA V by itself from Steam, if that fails, Verify Game Integrity Cache. 

 

Also make sure you have the most Updated version of things like RAGENATIVEUI and ScriptHookV, it can be easy to accidentally replace them with an older version and they can cause issues, though not typically to this extent.

I did update them all to the most resent update I have already tried steam so I'm verifying game files now

One more thing! try setting your PluginTimeoutThreshold to 60000, this simply gives plugins more time to load if you have numerous Plugins and can prevent Crashes. This can be done by launching RPH, pressing the Settings Cog and and adjusting it there.

It didn't launch at all just a black screen after launching and launching in Steam just leads to ENB on a black screen saying the copyright info and where to download it and I have about 8 plugins all set to start at start-up of the game

I have a list of my mod list please keep in mind not all scripts are used out of here most are tho

That is SUPER weird. Pretty rare issue to have afaik. Check to make sure your drivers are all up to date as well, if all else fails the best advice I could give you is to either try completely removing (after backing up) your Mods Folder, and doing the same with Plugins and attempting to Launch again. After that, if your Drivers check out, you might have to do a Full Re-Install, to me this rings as if its a Game Issue and not an RPH issue, and if it Fails to Verify and it's hard locked and crashed, that is likely your only next choice. 

 

If not, you could always wait and see if anyone else with a little more expertise comes around to this Forum, I personally have never dealt with such issue and not have it be a Game File or Mods issue, so if nothing here works I'm a bit stumped.

I will for sure take a look, quick question, how recently have you been using an ENB, and which ENB is it?

I trust you on this lol I won't need anyone else to try to help if all else fails that's why I have the mod list so I can just get it all downloaded and let the game finish verifying its at 50% now takes a while I will let you know when its done and if it changes anything

I appreciate the understanding, I'm looking over your list and I will say some of these are extremely outdated and not worth using because of the risk of corruption or Crash, if they have worked for awhile then by all means continue to use them, but there are more modern mods out for things like "You can't hit me!" somewhere on this Website, I can't remember the exact mod name at the moment but I'm sure I could find it. 

 

Generally speaking I never use other ASI Mods that are from 5mods unless they are Updated and known to be okay with working in conjunction with LSPDFR, but that is just me. Maybe something to think about. The other thing that kind of concerns me is "Flawless Widescreen" but I have no idea what kind of tinkering that Mod does with the Game, regardless it still may be worth double checking with a Critical Eye on some of these Scripts as those are really common culprits in Game breaking stuff, try renaming the Scripts Folder in your Directory to "_Scripts" just like you did with the Mods as well.

n addition you are using some known outdated Plugins like "Custom Pullover" "Jurisdictions+" "Cop Holster" (I wish that one was updated too) 

 

Again, if you have used these for a while and not had issues, then by all means they may not be the issue, but a good rule of thumb that I follow myself is if a Mod is not Updated, especially after Title Updates or LSPDFR Version Updates, I do not use it. Another good thing to check over with a more critical eye, I am almost certain Cop Holster has been known to cause issues though not to this level of severity. 

 

A similar principal that I choose to follow is if a Script is several years old with no Update, I do not use it, for the same issues.

LOL so I reset my mods folder name to re-enable it and it crashes on startup so its something to do with my mods

Ah, I suspected that, I recommend a teardown and Rebuild, be wary of what you reinstall. Try adding things back one by one. Painstaking I know but worth it if you want your game back to where it was before.
