The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When i go to load the game its fine but when i load the plugins whenever i load in it crashes and i can run around and all but the lspdfr loading at the bottom right is still there and no menus work i tried putting a _ before my mods folder and it worked but when i took it out it still didn't work. it also says something about the lspdfr dll file

LSPDFR has a problem with giving your character a weapon.

got to the folder gtav/lspdfr/chars, rename it to _chars

and take the chars folder out of the lspdfr download and put it to the gta folder.

it let me load in and load the mod but when i make a character it says the same dll crash

If renaming mods to _mods works, rename _mods back to mods and try:
Installing the gameconfig, Heap, and Packfile Adjusters.
If that still doesnt work, you can remove what you added recently one by one and test after each removal.
If that still doesnt work, you will have to restart the mods folder.
