I recently started my LSPDFR modding from scratch. I installed Bejoijo's Stop the Ped, Compulite and Ultimate Backup. I also installed Albo's Traffic Policer and Smart Police Radio. I'm not sure if any of these are to blame, but it started doing it after installing these.

    Start by going into your lspdfr.ini in the lspdfr folder and changing the following to reflect below:
    AmbientSpawn.MaxCopsInArea = 0
    AmbientSpawn.MaxSpawnedCopsInArea = 0
