The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I will make this simpler for you so you don't have to send any files.

Go into the lspdfr folder in the Main Directory. Open the lspdfr.ini. Edit/Add the following to reflect below:
Main.PreloadAllModels = False

After that, if you are still experiencing crashes on startup, rename mods to _mods and try again.
