The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

My ELS stopped working.

Okay, so... When i download any vehicle modal or reinstall ELS, ELS just doesn't work. i press j 3times and nothing turns on after and during the 3 times. I even reinstall LSPDFR and try again still nothing, PLEASE HELP!

1. In the future if asked for files just upload the files to the site not screenshots
2. 
a) In OpenIV, click tools>ASI Manager
b) uninstall ASI Loader and OpenIV.ASI (the top 2 options)
c) restart your PC

d) In OpenIV, click tools>ASI Manager
e) Install ASI Loader and OpenIV.ASI (the top 2 options)

This really doesn't make sense can you try install a different vehicle in a different slot and confirm if it works?
Also when you are in one of the vehicles and press Ctrl + P does the els panel open?

You have to install the ELS config for any ELS models you're installing. Those are usually included with the vehicle downloads.

He would not be able to activate ELS on those vehicles at all if he hadn't already done that.

Everything I've seen so far and everything you are telling me indicates that ELS is working perfectly fine. 
1. When you installed the new car did you install the new ELS xml that came with it or just left the old one?
2. Is there any way you could send a video of the issue.

Yes, he will be able to if he is using the replacement method for installing car models. Only the lights won't work properly with the default config, which is likely to be the issue in this case.
