The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I downloaded a siren package and the person in the video explained I needed to press 1 , 2  and 3 cycle through the different sirens however that did not work and i still have to press E and then hold it down to change. Any idea on how i change the key binds to have different keys allocated to different sirens?

    using those keys you describe are for when you are using an ELS vehicle...
    Changing the siren sounds will not change how sirens functions. 
    If you want the functionality of ELS you would need to install ELS and and ELS compatible vehicle.
