I need help getting a pc for LSPDFR. My budget is max 1000 maybe a bit more but if you guys can find me a good one under 1000 that would be great. I’m Australian btw so you guys can use AUD.

It's honestly up to you to find those components. I would start by looking at the minimum requirements for GTA V and go from there when building/buying pre-built. If you can run GTA V comfortably, then you should have little to no issue running LSPDFR on top of it. 

However, do keep in mind that using mods like vehicles can put a bit of strain on the game memory, so you will want to ensure the (I believe) CPU is at least decent for that.

You're going to need something well beyond the recommended GTA 5 specs if you want to play like the people on youtube. Honestly, save some more and buy something thats more expensive than your current budget. Plus, if you build something really nice then you will be able to run GTA 6 as well. But thats just my opinion.
