It will take some time, though I just downloaded the file to ensure it was working. It will provide it via an OIV, which will do the installation steps for you, like you would do a normal addon vehicle.

 

Simply just drop the OIV file into OpenIV, and install it to your mods folder. Don't install the other files except for the VCFs for ELS, which go into the normal location like you did the vehicle you linked.
