That is not default behaviour.
That means that you have either chosen to alter the default key-table yourself, or that one of the plugins you have installed, has chosen to force this very abnormal functionality of key-E.
If its not you who had changed key-E binding, then you need to find the plugin that is 'guilty' and hope that this plugin has an INI-file, where you can edit the key-binding

Finally there is the issue-with-stunguns....
Some content-creators has made it impossible to use the stungun in specific situations. That is an abominable decision, and i would uninstall any plugin that does that. STP prevents using stungun afaik, properly because it favours some kind of tackle-action.
