The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I've been testing the waters with some callout mods, where there are some problematic ones (i.e. SuperEvents) that seemed to crash LSPD First Response.dll, whenever I'm in pursuit or talking to a suspect, it crashes.

Yes that is 'normal' if you have found a plugin that acts up, then disable it, and retry.
Only the author can fix program-errors.
Your only action is to disable it.

( A civilized thing to do is to reach out to the programmer if there are any contact info in the readme-file
