1. I ran into this issue the other day, i was strolling around town in my favorite police cruiser when all of a sudden.... My roads and building disapeared.. I could still see light poles people and cars but thats it...... Well after doing some good old fashioned Experimenting it turned out that the The Modded Car I was using was causing all my issues. 

 

Im not exactly sure why But my Police cruiser was causing my textures not to load. Whenever I left the area where the cruiser was everything would load like normal... So all I had to do to fix it was to remove and replace the model with a different one...

 

2. Most of the time Texture issues will be from modded content such as Cars and Weapons. However some Mods and Scripts can cause this too....

 

3. If you arent using any modded content try Lowering your draw and visibility distance As this may vary well be the issue.

Ever since I have used the tips inside of this artilce, I have been running great Frame Rates and have yet to lose textures since.
