The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

your lspdfr crashes before you go on duty, so you do not load any plugins.

Do you have a folder named mods?
If you do then rename that folder to _mods and try loading the game again.
Do you have newest RageNativeUI ?
 https://github.com/alexguirre/RAGENativeUI/releases

-Just drag & drop both files RageNativeUI.xml and RageNativeUI.dll into the GTAV folder, then again try loading the game.
