whenever i try to start a pursuit, either i cant catch up or they escape and the cops also rubberband quite often, is there a way to fix this?

What do you mean by that?
But in general pursuits are fast. You have to get close enough so the escaping car does not get out of view, then you will be able to pursuit the car for hours -If you want, and no other police-cars interfere and drive into the escaping car.
But i am ofcause only refering to the game-mechanic in Base-game!
If you have any plugins /Mods loaded, they could change the mechanics.

no rubberband means the cops accelerate way too fast than they should be to catch the suspect, i fixed the problem where its too fast but now they are spawning too far away from the pursuit

That sounds like you are making your own call-out, as if you have an issue with your code of where your purp are spawned
