Logic error disrupts gameplay

There is a Logic error that disrupts gameplay.
The fire-extinctor is listed as a weapon in GTAV. That makes armed-Peds attack playerCharacter, when playerCharacter attempts to extinct a fire before it spreads to several cars.
Two things happens when the fire-extinctor is activated:
* All Peds screams and create general panic including running the playerCharacter over as they do when gunfire is exchanged.
* Any armed Ped will start shooting at playerCharacter, eg the same reaction as in unrelated gunfire exchange.
I think the fire-extinctor should have some kind of 'exception' that would make the Peds react at worse neutral to its use, if thats al all possible in respect to the base-game definition of Weapon.
