The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

            IM A GAMER OF GTAV AND LSDFR AND AFTER THE NEW UPGRADE CAME OUT I REINSTALLED MY GTAV AND THEN LSPDFR AND NOW I CAN.T ENTER THE LOCKER IN THE MAIN POLICE STATION AND ALSO WHEN I ENTER THE OTHER POLICE STATIONS THEY SHOW THEBUILDINGS UP ON CEILING AND DONT SHOW THE CHARACTERS. WHAT CAN I DO TO CORRECT THIS PROBLEM

If you are in the midst of a gtav-mission, you will that issue. You need to be in free-roaming and in story-mode.
If you are not, you either need to abort current mission or to finish it, then you should be able to enter police-stations
