Because there are options like police1.xml up to I believe 4, is there any way to have more than 4? I do not know how this would work, but I am just overall very confused.

 

Not only that, I want to have 2 different ems skins, due to one being part of the fire dep, and one as medical.

Yes, that's how addon vehicles work. They won't be driving around on the streets like the replacement cars though. Here's a good tutorial on how to install them:
