Wanted rating stuck at 0

After installing lspdfr after the christmas update i ran into this issue where i cant get wanted. how i know that it is because of lspdfr? because even after uninstalling and disabling it i cant kill cops, friendly bodyguards have the police icons and cops dont work on me. i have tried with all my trainers to get wanted however it doesnt work. i have disabled lspdfr from rage pluginhook and also uninstalled right after. this is a really annoying isssue because fresh install of gtav is not an option due to how many mods i have installed. i hope someone could help me fix this

Update: I fully removed any file that has anything to do with either lspdfr or Rage Plugin and it still does not work
