The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Looks like you have several plugins that most would consider to be outdated.  Also just double check that you have the latest RageNativeUi.dll 

Rename your folder found here   Grand Theft Auto V > plugins > LSPDFR       Rename the LSPDFR folder to something like   LSPDFR-copy  

That way the LSPD First Response plugin can't see that folder.  Now boot up the game and see if you can go on duty first.  If you can, you need to seriously consider taking out those old plugins that are several years old.
