GTA IV - Texture and Details not Showing.

Introduction

I have recently install Grand Theft Auto IV onto my computer. It runs smoothly with no noticeable lag. At first I didn't mind the issue, I could see a small part of the road ahead of me. After I drove over this stretch of road it would remain loaded and rendered until I got far enough away. I would be driving on an invisible road that would not load nor render. Building would not show. The only things that would load were peds, lamp posts and cars. It seems that only the earlier were my charcter spawns or loaded from would load. And this would only be in a short radius. I have also had some issues with LCPD:FR. Whenever I start the game it says something along the lines as, "FirstResponse.Main.Start." Ofcourse, I followed the troubleshooting and ran the diagnostics tool. Nothing. Everything came up fine, (see below for details). LCPD:FR, just in advance, is not the source of the problem. This issue occured on a clean, vanilla copy of GTA IV.

How I have previously attempted to solve the issue.

I have created a commandline.txt to help fix the issue. Little change was noticed.

I found that changing the resolution to a higher one increased the view distance when loaded.

I have installed the 1.0.7.0 patch from the Rockstar website. Little to no change.

EDIT: I JUST RAN THE GAME AS ADMINISTRATOR AND LSPD:FR WORKS! HOWEVER, THE TEXTURE ISSUE REMAINS.

Your graphics card is to weak. Unfortunately you most likely won't be able to upgrade your graphics card to a good one because the majority of the time the good graphics cards are bigger than the laptop bases themselves.
