Detaining subjects is a bit flawed atm. There are ownership-fighting between the active arrest-managers, and that can make a subject impossible to interact with.

If that is your issue, you can 'solve' it by leaving the subject outside your vehicle, and then call a backup-3-local-unit.
If that team arrests your subject, then it is the arrest-manager glitch. If the behaviour is different, then it could be your specific car-DLC that is not recognized as a Police-car
