I'm trying to equip my partners with a nishtstick, but when I select the option of weapon "same as player" or "none" they pull out a taser gun. I want to know if its going to be even possible to equip them with that kind of weapon, and how. Thanks

Not sure if that is possible if you are referring to an Ultimate Backup Partner. They will always have a taser for sure.  I have been able to achieve a partner with no weapon except a taser by making them an unarmed body guard first with Simple Trainer, dismissing them and then recruit nearest ped as partner.  But they always have a taser still.  Might have to experiment a bit to see if you can come up with something and will look to see if anyone else responds as I am curious as well.

I think this would work. Go to your plugins folder then LSPDFR folder, then Ultimate Backup Folder, and open up Default Regions.  Whatever agency your are playing, find that in that Default Regions xml file, open to Edit when you're ready to change something.  I just happen to have non lethal under North Yankton as an example.

Yours probably has Stungun only.  Add another line underneath and add the night stick just as you see above.  You can delete the stungun if you want or leave it.

 

When you're in game, on duty, with your partner, pull out your nightstick and your partner should do the same.  It should work. 

 

Another area to look at is your Stop the Ped.ini in the Plugins/LSPDFR folder.  This would be under the Realistic Weapons section so look for that.  Under that section you should see something like what I copied below.  Make sure WEAPON_NIGHTSTICK is in there like you see here.

// You may put any weapon as the additional loadouts, except for lethal handguns, rifles, shotguns, and fire extinguisher.
