I have 2 questions and who can answer them?

Okay i have been playing gta and my textures in the back ground appear right when im almost there its not smooth. Any way i can fix this? Also the second question; when me or the computer gets out of cop cars the els lights go dim how can i fix this? Thanks

When you got out you held 'F' which turns the cars engine off. Instead of getting out and holding F press F one time and then the ELS Lights should remain on. As for your textures I'm not quite sure what you mean. Could you please elaborate?
