(1): is there like a speed gun mod?

I don't really understand the first question. What do you mean with speed gun? A speed trap or something else?

There is a breathalyser mod, it's included in Bravehearts Policing script: 

I don't know the name of the radar, I had it on an older installation of GTA IV with LCPD:FR, but when I reinstalled everything, it didn't show up...

Never saw something like that before in a mod, but there are speed trap mods... If you really want the speed gun, you'll have to request it on the forum

IVDashcam 2 has a speed radar mod, and there is a radar gun mod but I don't know if it actually detects the speed of the cars. I think it does.

 

As for the display under the radar, that's a feature of ELS.
