This is a Swedish Ambulance, a Volvo V70.

I wonder if any modder could make this for GTA IV, it would be awesome.

It's quite ugly to be honest. To add to that, I don't know if theres any available V70 model. And if there is, it's quite some work to model the whole back part onto there.

We used to have these mutated limousines en-masse in Germany aswell (see pic 1), fortunately enough, this did go back in the recent years, most of them were replaced by the bigger and in fact nicer to look at T5s and Vianos (see pic 2).

But yeah, I suppose they are rather hard to make

Of course it's a Mercedes-Benz, Volvos as public service vehicles are a rarity in Germany.

Do you think it's possible to make this firechief Volvo XC90?

 

If there's an unlocked XC90 and someone is willing to do it, yeah.
